This may be because the processor a locked processor. My recommendation Is to get a unlocked processor so you can change the settings.

I am sorry! This processor is a unlocked processor so I would like to know how are you trying to change the processor multiplier.
If you changed already the multiplier, try restarting the system. Sometimes it is necessary to restart the system in order to have the changes applied.

When I change it from 32 to 38 for example, it goes back to 32. But I can change it to 8. Not bigger than 32. Bios is latest

Are you changing this in the BIOS or are you using the Intel® XTU? If you are using the BIOS, try with Intel® XTU.

there are only 8-32 multipliers in Intel XTU like in bios. I guess its impossible on this motherboard and i should buy another one with overclock support :c
