Processor Windows 11 compatibility

I currently have an Intel core i7-6700 @ 3.4GHz and I'm getting the message that this processor is not compatible with Windows 11, but according to Microsoft it fits all of the criteria.  Please help.

 

Coincidently, my Surface updated to Windows 11 just fine and is 3x slower than my PC.

If it is not on the approved list, it does not meet all the criteria.
