Processor clock speed is 0.7Hz only

Hi,
I have a PC with 8tg generation Intel r core i7-8750H, 6-core processor.
Processor always shows the clock time of 0.7 hz and with Turbo ranges only upto 1.4hz clock time.
Did all troubleshooting with the hardware team of my PC but still same issue.
Is this a processor issue .. do we need to replace processor???
Any resolution please suggest....

Also, your processor is soldered to the motherboard, or on a daughter card.  Replacing it is not practical, and most likely not possible.
