Redundancy of "Redirection hint indication" in SDM vol3, 10.11.1

In SDM vol3, 10.11.1, SDM says :

"Redirection hint indication (RH) — When this bit is set, the message is directed to the processor with the lowest interrupt priority among processors that can receive the interrupt."

If I want to send a msi with lowest interrupt priority mode, I just need to set Delivery Mode in MSI data register to 001B, so what's the meaning of the existance of RH in msi address register?

When you say SDM, do you refer to the Software Developer Manual provided by us? If not, please let me know how may we assist you.
