I've had several Microsoft Surface Laptops recently experience sever performance issues since an update was installed. The device becomes very sluggish, graphics applications are slow and tend to lock up, loading times for large files takes 50% longer for the most part, etc.
I identified these updates as the culprit:
Intel - System - 8.7.10400.15556 and Intel - System - 8.7.10401.16510
They update the "Intel(R) Dynamic Tuning" system devices. Once the updates above are installed, the symptoms arise immediately. Once those devices are uninstalled (deleting the driver as well) and after a reboot, the device functions normally. I've been hunting this down for a few weeks now; maybe this will help someone else.
