When I started the Task Manager in Windows 10, the basic clock of i7-6850k alternated between 1.15 and 1.19.
I think 1.19 can come out because of the flow of BCLK. But I am a bit apprehensive because it falls to 1.15.
If you have any users, please let me know.

Hello computer90,
Thank you for contacting the Intel community.
This processor is fine, you will see clock speed of 1.09, 1.10, 1.12, and you are fine with it.
I check the task manager in one of our system and you can even see 0.93 which is still fine, the Intel processor has the technology speed step and this technology will decrease and increase the frequency depending of the system needs.
You can check the pictures I took for you to take a look at it.
Regards,
Ivan U.
