Hey Intel support.
I have Intel i7-12800hx with locked multiplier from the manufacture, please see the picture.
Please be careful! I don't need to overclock or under-voltage, I just need to underclock the multiplier using Intel XTU for full control of each core, except it is grayed out.
I can already underclock my CPU using power option > processor power management > maximum processor state, please see the picture
Except using this method, it will under clock all the core (p and e). I need to control each and every core separately.
Please allow to under clock CPU using XTU even if it locked for overclocking.

We understand you are experiencing limitations using the Intel® Extreme Tuning Utility, we will be more than happy to assist you.
Please answer the following:
· Was it working before?
· Have you contacted the System manufacturer to check for BIOS limitations?
Please check this Overclocking CPU with Intel® Extreme Tuning Utility, in the Advanced Tuning section, it explains how to modify the Processor Core Ratio individually.
If the issue persists, please check this:
· Make sure to have the latest BIOS version. Contact the System Manufacturer to get the latest BIOS and instructions to install it.
· Uninstall the Intel® XTU tool and reinstall it using the latest Intel® XTU version.
Also, in order to have more information about your system, please download, install and run Intel® System Support Utility for Windows. Make sure you check “Everything” before you scan, then save the report and attach it to your response.
