Will high CPU usage make poor video performance?

I have an "Intel® Core™ i7-4790S CPU @ 3.20GHz × 8" (as reported by GNOME in Debian Jessie).

If my CPU usage is high, will that make video decoding and/or other video acceleration perform worse? Or is that part of the CPU completely seperate from the normal cores?

I'm currently not using the CPU as main graphic device but I will soon do that, hence the question.

In regards to your question, yes, since the GPU (Graphics Processing Unit) part of the processor works together with the normal cores, if there is a high CPU usage, it is expected for the video features to not to work as expected, you might noticed lagging or freezing while playing a video.
