I have a XEON Phi 7290 running on Windows Server 2016
Applications seem really slow while CPU utilisation is quite low, am I missing something.
Can running A virtual machine help with the situation?

This issue does not seem to come from the Xeon Phi neither the memory.
What kind of storage system are you using?
Raid array or normal disk?
Is there a way to open the resource manager on the low side of that screen in order to check the Disk Activity?

We are running anhttps://electronjs.org/ Electron JS Application which is based on what I believe to be Google Chrome.
All other applications also feel sluggish.

We apologize for the delay, it doesn't seem that we have a processor performance issue or RAM and the answer from the research was the same, as you can see in the resource monitor.
What we can see is that the hard disk is up to the limit, but it could be related the OS or startup applications, this OS or applications are not pulling the processor to the edge, just the hard drive.
Also, in regards to the application (Electron JS Application) you are using, it seems to be a web-based application and should use network resources too, so what we can recommend is to test the network and the hard drive, maybe testing with another system and compare it with the resource monitor in order to see if it is related to network or the web program itself.

You wouldn't have that sitting under some researcher's desk. Here's a little context. I have a bunch of researchers who want to run ML lab machines https://downloader.vip/canva/ Canva at their desks but don't want to pay the price of having https://downloader.vip/imvu/ IMVU ML lab machines at their desks. So passive cooling GPUs and water cooling with large, low dB radiators.
