I have a PC system based on 2 x Xeon E5504 processors running at 2.0 GHz and 24GB RAM - Intel motherboard. Is this system compatible with Windows 11 and if not why not? (Microsoft website is very confusing on the issue.) I attach the full hardware specs of the system in the file.

Microsoft says it is not:
The answer as to why not, mostly, is based on your lack of VBS, PTT/TPM, and a few other features. But, your discussion is really with Microsoft. https://ark.intel.com/content/www/us/en/ark/products/40711/intel-xeon-processor-e5504-4m-cache-2-00-ghz-4-80-gt-s-intel-qpi.html
However, many here amongst us would take that with a grain of salt.
