i have dell workstation precision 7720 with processor Intel(R) Core(TM) i7-7920HQ CPU @ 3.10GHz and i would like to change with Xeon or other with i7 eighth generation, Can i do it?

No, you cannot change the processor, as it is soldered to the motherboard (BGA socket).

However, any question about upgrading a processor needs to be handled by dell. Dell will need to tell you which processors are supported by THEIR BIOS. However, in your case, this is not relevant.
