Is it normal that my CPU is always almost at maximum frequency (4.2ghz) even when I have no programs open in the background or I only use the notebook for surfing? i already have the power saver on balanced and windows 10 as well. This shouldn't happen because it's like it's set to high performance mode.
I've already installed the latest Intel DHC graphics drivers.
Bios is up to date.
What can I do to solve the problem ?

Thank you for posting on the Intel® communities. I understand you are having issues with your Intel® Core™ i5-10300H Processor.
In order to better assist you, please provide the following:
1. Run the Intel® System Support Utility (Intel® SSU) to gather more details about the system.
- Download the Intel® SSU and save the application on your computer: https://www.intel.com/content/www/us/en/download/18377/intel-system-support-utility-for-windows.html
- Open the application, check the "Everything" checkbox, and click "Scan" to see the system and device information. The Intel® SSU defaults to the "Summary View" on the output screen following the scan. Click the menu where it says "Summary" to change to "Detailed View".
- To save your scan, click Next and click Save.
2. Provide the report from the Intel® Processor Diagnostic Tool:
3. Is this issue recent? If so, when did it start?
4. Have you performed any BIOS changes?
5. Is the computer crashing? Any Blue screen of death?
6. Are getting any errors or overheating?
