after big research i found MemTest and scanned my pc. i found test 5 errors on 4 cpu.
if i only use 2 cpu windows works normally but for all cpus cant start it.

When did the issue start?
Have you tried to install your processor into a different system?
Have you tried to use a different power supply/RAM memory?
Did you recently run any driver/OS update?

Thanks for replay.
i think i did not installed any new driver. i was just playing and streaming vis OBS and computer turned off, after this i got some blue screen errors.
i checked rams via and found error on cpu 4

I selected 2 cores in bios and it's working normally but if i use all cores windows can't start ( i reinstalled it)
i checked system with single RAMs but still problem.

In this case, if you are able to boot your machine with all cores enabled, please run a test through our Intel® Processor Diagnostic Tool:

As well, are you able to reproduce any of those BSODs and let us know the actual error code, or to take a screenshot/picture of it?
Do you have any special/customized setting in your BIOS that could be affected by a BIOS reset?
Can you please provide us with the full model and part number of your RAM memory sticks?

I can't run with all cores enabled. when i do it it showing me blue screens (attached)
my DRAM-s info from bios and photo are attached too.
i don't think that bios reset is problem for this error. before reset were same problems.

I am noticing that your system is running with an external GP, if it is a possibility could you test the system without the external GPU for testing purposes? Also, if you are able to test the system with all the cores once you are not using the external GPU?

GPU removed but still same problem.
i can only test with 2 active cores. also its only showing me 3 cores (see attachment)
2 active core tests without external GPU is attached too

Thank you for your response.
In this case, based on the reports that you attached we suspect that you might be facing a processor failure. Even if the reports says that the entire test passed, this these only covered 2 of the 4 cores.
As well, something that captured our attention is the fact that only 3 cores are being displayed.
Let me ask, have you tried this CPU into a different motherboard?
Or have you used a different processor into your motherboard to compare the performance between the 2 CPU?
