first of all, I apologize for my English.
my problem is this: I bought an i7 8700 no K he is mounted on gigabyte z370 ultragaming.
when I activate the turbo INTEL the processor runs at 4200 Ghz constant even in idle, if I disable the turbo the processor runs at 0.8 Ghz.
the real problem is that these are practically fixed values ie they do not change independently of the load on the processor

Thank you your for contacting us regarding the questions that you have about your Intel® Core™ i7-8700 Processor, it will be more than a pleasure to assist you.
In this case, the Intel® Turbo Boost Technology 2.0 (the one supported by your CPU) works a dynamic feature that will either increase or decrease the Ghz depending on the CPU usage at that moment.
Based on that, the behavior of your CPU is not normal since the values are supposed to change constantly.
This leads us to think that the issue could be caused on an OS level.
Depending on the power plan selected on Windows, these values can be affected.
Can you please verify what the power plan currently on use?
You can check that following these steps:
-Click Start, and then select Control Panel.
-Click Hardware and Sound, and then select Power Options.
-The Power Options Control Panel opens, and the power plans appear.
-Under preferred Plan please make sure that "Balanced" is the one selected, then next to it click on "change plan settings"
-Look for "changed advanced power settings" you will find a gray bar with 3 options :
Balanced
High performance
Power saver
-If you do not know which one to pick, the balance option is the recommended one.
-Once that you pick up your choice, click on "processor power management"
Please make sure that the minimum processor states is not a 100% but a 5%.
-Hit "Ok" and then "Apply.
-Reboot your machine and monitor the results, please let us know the outcome.
As well can you please tell us which version of the Intel® Turbo Boost Technology 2.0 and where did you download it?
