Director INTEL wrote that some processors can overclock. Nowhere can not find information about it.

You are free to use your products as you wish, but there is no technical support available from Intel, or through our product support processes, to do so.
Xeon processor come with Turbo boost and with proper motherboard BIOS version increases the processor speed.
For example the E5-2699V3 clocks at 2.3 GHz but increases speed with turbo boost at 3.6 GHz.
