Agilex 7 eFuse programming failed - "certificate is invalid"

Using Quartus 23.3, I successfully programmed the eFuses on an Agilex 7 FPGA once,  but have failed ever since with same and different boards, and the same and different eFuse files. Getting invalid certificate error with no other information. Is this a licensing issue? Our Quartus Prime Pro license is valid.

It looks like I missed a step the second time around. I had to load the root.qky file first, then the ccert file to program the eFuses.
