Altera cyclone 2 FPGA

I am using Altera cyclone II EP2C5T144C8 series FPGA. I installed Quartus II web edition 13.0sp1 for programming the FPGA. My system is Ubuntu Linux 20.04. I installed the software also for linux. I created a project to check the FPGA is working or not. But creating the project and compiled successfully. But in the programmer, when I click the auto detect it shows  Unable to read device chain (Hardware not attached) and I click start it shows failed. But in windows it works fine. How can I solve it. Anyone help me to get out from this issue.

-Please ensure you follow the pin connection guideline.

-Can you try with another USB Blaster?
