Are these counterfeit devices ????

Hi All, 

We have recently starting having many problems and failures from new of the EPM7128 FPGA devices. 

I have enclosed a photo of just two of our failures, and even though the top of the devices are both labelled up with identical numbers/batch numbers etc, I am wondering why the bottom of the devices are stamped with different countries(Philipines/Korea). 

To me this would indicate a classic fake device, but can anyone out there verify these as outright fakes at all ???

I can't verify that they are fakes, but have different countries of package manufacture, and have then same batch numbers on both sounds suspicious.  

 

I know Altera has had issues with counterfits in the past. 

 

They probably do have multiple sources for packages, but I would assume the markings would be sligthly different between package houses.
