Assembler fails, cannot generate programming files as no valid license

but in the **tools**->**License setup**, I do have the license for this ip: 6AF7 CXL IP for Device Type 3 with DDR4 based MemBuffer (0118)

How long ago did you generate the license file?  You may want to try generating it again.  I recall there were file generation issues in the November/December timeframe.
