Can't recognize silicon id problem on cyclone III

Hi, guys 

This problem really makes me crazy, I have seen similar problems posted but no solution. 

I am currently using the Cyclone III Starter Kit. 

I wanted to program the configuration flash device to replace default configuration on power up. 

Following the directions on User Guide, "Appendix A. Programming the Configuration Flash Device" 

I converted .sof file to .pof file and choose CFI_128M flash.  

However, every time I program the project, the programmer gives an error: 

can't recognize silicon id for device 1 

 

I am using JTAG mode, tried using both built-in USB-Blaster and external USB blaster, but the error both occurred. 

Using JTAG mode, it is successful to program the sof file to RAM and run correctly. So the JTAG is OK. 

And I am pretty sure choosing the right device in project. 

 

I have found the official explaination from altera for the problem, but not helpful for my case.
