Cyclone III configuration

Hi, 

In the Configura Handbook,(referred below,page9–7 ) 

../literature/hb/cfg/config_handbook.pdf  

it mentioned "All I/O inputs must maintain a maximum AC voltage of 4.1 V. " 

I don't know why about this,who can tell me?thank you!

Just make sure the voltage at the pin is NEVER bigger than 4.1V
