Cyclone V VCCPD = 1.8V

Hello, I've been given this CCA to program, it contains a Cyclone V, 5CEFA5.

The config memory is 1.8V, so the programming bank 3A is set to 1.8V.

VCCIO3A is 1.8V, VCCPGM is 1.8V.

But, it looks like VCCPD3A is tied to 1.8V. I know it should be set to 2.5V.

I am having no luck connecting via JTAG. 

Is this VCCPD3A being tied to 1.8V the reason why? And is there anyway to fix this without redoing the entire board?

Please clarify. Do you mean it is set automatically to 1.8V?

In the attached schematic above, you can see there was an error in the connection. The pin VCCPD3A is tied to 1.8V, when, according to the pin connection guidelines PCG-01014-3.2, the PD pins should not be less than 2.5V.

When I attempt to connect to the FPGA via JTAG, I get a JTAG error. I am wondering if this voltage pin is the reason why. And, if there is anything I can do to get around this.

Yes, the VCCPD3A is giving you the error. You need to follow the pin connection guidelines for this case. Please set is to 2.5V and above per recommended by the guidelines.
