Cyclone V don't work at low temperature

Hi,all 

 

I design a digital image precessing board using the Cyclone V 5CEBA4U15I7N. It works well at normal temperature. 

It don't work under -15℃ when there is no FPGA work current. But it's OK for the power voltage,power sequence and oscillator frequence under -15℃. 

what's the reason?

This part is rated to work even at temperatures under -15oC, so it should work. 

Are you sure that all the other ICs assembled on this board are really specified to work under such temperature ?

I check the other ICs. the problem come from the flash. The flash don't work at the low temperatur.
