I have programmed an Agilex 7 FPGA with a virtual (volatile) eFuse certificate, which worked and I was able to load an encrypted bitstream, but since then I have not been able to reload the virtual eFuse certificate.

The answer is no. My issue was missing a step in trying to reload the eFuse certificate - bad procedure recording on my part.
