Does Cyclone IV GX FPGAs have any Design Security Features? 

I searched through, but it seems, that it doesn't have ... 

Is it true? 

If Yes, then it is strange because even Cyclone III has that feature ( AN 589: Using the Design Security 

Feature in Cyclone III LS Devices ).
