Example of PC communication with Cyclone III Starter kit through virtual JTAG?

Anyone has simple example of PC communication with Cyclone III Starter kit through virtual JTAG?  

 The control panel example come with Cyclone III Starter kit is decrypted and can not tailored to my use. Also it uses C/C++ program to communicate. I want to use Tcl.  I read some documents of virtual JTAG, not completely understand.  Thank you very much!

Thanks, but system console is not universal, it is for SOPC only. What if my code is not SOPC?

any one has example of PC communication using JTAG UART without Nios II?
