Flash Loader IP loading failure

I have read several posts on this topic in the forum. But my problem is different, so I would like to seek any advice from you. 

 

I have two identical boards, which have been working well for quite a long time. Then all of a sudden, for some unkown reason, one board can't be configured by its configuration device (EPCS16) after power up. 

 

When I tried to re-program it using the jic file (this is the way these two boards got programmed in the beginning), I found I can't even do so. Quartus returns with an error "Flash loader IP not loaded on device 1". 

 

I found there is no signal on DCLK during programming. Does that mean the FPGA is actually faulty? 

 

The following is the message returned from Quartus programmer.

Refers to the fact, that no configuration containing the flash loader has been loaded to the FPGA, or that a reconfiguration has been triggered somehow after loading it. The problem may be related to failing AS configuration, but not necessarily. I would check power supplies and circuitry connected to configuration pins in the first place.
