Hey Guys,
I am looking for the FLEX 10k and MAX 7000 device files for Quartus 13.0/13.1.

All the device support files for those versions of Quartus can be found thru this page:
That being said, I don't believe Quartus 13.x supports the FLEX10K series nor does it support the legacy MAX7000 series.
13.0sp1 DOES support the MAX3000A, MAX7000AE, MAX7000B, and MAX7000S series parts. But not the original MAX7000 series.
Addendum:
According to this post: https://community.intel.com/t5/Intel-Quartus-Prime-Software/Which-Quartus-edition-supports-Flex10K/td-p/152719
you need to go back to QuartusII 9.1sp2 to get support for the FLEX10K series parts.
The oldest version of Quartus Intel now offers for download is 13.0sp1, so no FLEX10K support.
That post is from 2013 (ten years ago) and indicated that FLEX10K was 15 year old part then (ie, circa 1998).
So it is 25+ year old part now.

It is dated from 2003 and alludes to using MAXPLUSII v10.2 for software, not Quartus.
