Gigabit ethernet auto-negotiation fails

Hello, 

 

I am currently starting up my new board which has a Cyclone4 and a Micrel KSZ9021RL PHY. The problem is that I can't get the auto-negotiation working. If I disable auto-neg and force the speed to 10MBPs then there is a connection to my PC. 

When I read the MIIM registers then I notice (with auto-neg enabled) that the 'link partner auto-negotiation able' bit is toggling. I think that the auto-negotiation algorithm is restarting all the time. 

Has anybody had similar problems? In the forum I found one post of somebody having a similar problem but he used the wrong magnetics, I am using the magnetics advised in the datasheet (H5007NL).
