HI, can anyone recommend a FPGA kit from Altera or another company for high school kids? My budget is under $99. I'm looking for a kit to help the kids learn how to program an FPGA.

well, what kind of things do you want to do? switches and leds or audio/video or ... For that budget you don't have many options, but you can take a look at https://www.altera.com/solutions/partners/partner-profile/terasic-inc-/board/altera-de0-board.html You might get a different pricing for academic use, I don't know if your school falls in that category.
