the datasheet information for all devices, also for requested package https://www.intel.com/content/dam/altera-www/global/en_US/pdfs/literature/packaging/04R00476-02.pdf is: "Printed on moisture barrier bag".

I find this information in the datasheet, but it is not really helpful for me, as I do not have access to the bag.
I guess the MSL should be defined by FPGA package, speed and temperature grade, isn't it?

MSL depends package material and geometry, particularly material thickness over chip. I guess Intel wants to keep the option to change the MSL spec without editing all datasheets.
Intel or a contracted distributor should be able to tell the actual spec.
