I never worked with MAX, so i'm not sure where USB Blaster uploads the bitstream for debugging? In other words will it wear the internal flash while developing and upload the cores?

Hi,
1. In JTAG configuration: It will directly program the CRAM 2. In Internal configuration: Here you first need to program the configuration flash memory (CFM) with .pof file & then during internal configuration Intel MAX 10 devices load the CRAM with configuration data from the CFM. I think internal flash might available by default in Quartus tool. Even you can use the on-chip Flash Intel FPGA IP core to access flash in the Intel Quartus tool.
