ModelSim-Altera Starter Edition (Free) - Download Failure

I am a teaching assistant for a class using the Quartus II Web Edition installer for the Quartus II Web Edition (free) with Cyclone IVE device family and the ModelSim-Altera Starter Edition (free). A student running on 64 bit Windows 7 is getting an error message during installation that download of the Starter Edition has failed. This happens repeatedly, and the installation fails every time. The student has space on his hard drive for the installation and has the proper permissions to install the software. All other software appears to download without any problems. Does anyone have any clues as to what might be causing this issue or how to resolve it?

I believe so. He's tried the 22MB executable from altera.com/download/software/quartus-ii-we and also from altera.com/download/software/modelsim-starter. They appear to be exactly the same. I'm wondering if he has tried the "Download Option 2: Individual Files". If he downloads this, should he be able to avoid having to download through the manager? It seems the manager is what is causing the problems, because, for some reason, it keeps failing to download the software.

Downloading the file directly might help. If not, someone could download the DVD version and put it on a DVD for him.

I would also suggest to download the file directly (assuming the internet connection is stable) - going with DVD option requires to write a double-layer DVD as this also includes the Linux version, exceeding the 4.7GB limit.
