Processing a single image (.jpg) on a DE1-SoC Board

Hello! I posted here before but got zero responses so I want to simplify what I'm trying to do. 

 

I want to do analysis on a single picture, maybe something like this ---> https://i.ytimg.com/vi/lihctfr6qoc/maxresdefault.jpg (http://www.terasic.com.tw/cgi-bin/page/archive.pl?language=english&no=836

 

All I want to do is process this image, identify where the ball is, circle the ball in red, and display the updated image on a moniter. 

 

Does anyone know of how an amateur could get started on something like this? I've watched several videos online and read a few academic papers but I feel it's way above my level. I'd really love to be able to do this so any help would be greatly appreciated!
