It seems the mini usb cannot be used to program the device. The PL-USB-BLASTER-RCN is around $300 from digikey and mouser. This seems like a ridiculous price just to program the eval board. Is there any cheaper alternatives?

I presume you're talking about this kit: https://www.intel.com/content/www/us/en/products/details/fpga/development-kits/max/10m08-evaluation-kit.html
This is an older kit that does not include an onboard USB Blaster, so yes you would need a separate USB Blaster (USB to 10-pin JTAG header) to program the device.
There are other MAX 10 kits that include USB Blaster on board, like this one: https://www.intel.com/content/www/us/en/products/details/fpga/development-kits/max/10m50-evaluation-kit.html
