Is there a version of Quartus II that is currently available for download that supports Altera Max 7000S devices?

You may get the latest supported version - Intel® Quartus® II Subscription Edition Design Software Version 13.0sp1.

QuartusII Web 13.0sp1 (the free version) fully supports the MAX7000S series. I use it all the time on Windows 10. Get it here:
