Hi, 

We are planning to buy FPGA from Altera (either Stratix IV or Cyclone IV) and connect it with TI multicore DSP via SRIO and/or PCIe interface. Do we need to separately buy these IP cores separately or they come with the purchase of those FPGAs?

PCIe is "free" if you use the hard IP block in the device. both Stratix IV GX and Cyclone IV GX feature hard PCIe blocks. if you need more PCIe interfaces than are available in hard IP, or if you need to put the interfaces in a location other than where the hard IP is, you will need to buy the PCIe soft IP 

 

you will need to purchase SRIO IP, though you should be able to evaluate it while tethered to the PC with OpenCore Plus
