Does the Stratix 10 have an internal oscillator that is available to user logic? I don't care about speed or stability, but for use case reasons would prefer to avoid needing an external clock source.

Yes, Stratix 10 can support internal clock oscillator. the clock freq is 170~230Mhz Pls refer attached document.
