does the EP4SE360 device is available to purchase ( I know altera doesn't sell all the devices of stratix IV series) ? , how much does it cost ? (I wish to buy about 500 pieces )

i don't know if the SIV E is shipping yet, but you should try and contact a local FAE or distributor.
