Too many pins with megacore pci

Hello  

 

I Am trying to design a board with bus pci and cyclone iii. When I use the megacore that exists in quartus ii and compile. Only with the core pci, they appear 215 pines. Are there too many? Other question; Can I create a black box with the megacore PCI?  

 

I use quartus version 12.1
