Voltage level for dual purpose pins

Hi guys, I have some query here. For dual purpose pins that can be used for both configuration and I/O pins, I know that during configuration these pins are powered by VCCPGM. However after configuration if I want to use them as I/O for my design, are they still powered up by VCCPGM or VCCIO?

In user mode, they are powered by VCCIO.
