Weak Output pin signal

I'm using the EPM7064slc-10 chip. One of the pins is supposed to output a signal at 5V however, the signal I see on the oscilloscope is only about 1V. I have the probe directly attached to the pin to avoid any loses. WHat can I do about this?

Nothing else connected to the pin? Pin configured as regular push-pull rather than open drain output? Then the device is possibly damaged.
