What fpga is best suited for image processing ? which is less cost and good performance

This question is too broad. The important questions are: 

What are the images? 

What Interfaces do you need? 

What processing are you doing?  

What are your estimated DSP and ram requirements? 

 

All Altera FPGAs can do some form of image processing, but without the answers to the questions above, no-one can really answer your question.
