altera monitor problem load

hi, when I try to load the program into hps via altera monitor, it gives me this error: 

  /usr/bin/bash: up_hps: command not found    why?  how can I fix it?

You need to run that command in the EDS command shell. That shell has the path definition needed to use the command line tools.

but it is not a command that I wrote, altera uses it in the examples for programs based architecture arm

Yes, and windows won't find it without the path and other environment variables defined in the EDS command shell.
