If i dont use the transceiver at all, i still need to give power to the transceiver or i can ground those pins of power (that related to the transceiver)???

thanks.

I would ask this question to your FAE. According to the documentation these supplies aren't monitored by the POR circuitry so no issue there.

The risk would be if some transistors within the part end up biased improperly or some internal sequencing fails to occur. Also I don't know if any part of the configuration would require that these supplies be operational.

Ask your FAE.

Generally, follow the recommendation for connection of unused pins given in the *.pin file.

I'm rather sure, that Altera expects all GXB power pins to be connected with voltages according to the specified operation conditions, independent of the actual GXB block usage. It's the same e.g. with PLL supplies. Quartus is automatically configuring all ununsed resources to power-down mode.
