dedicated clock pins and IOs

Is it in any way possible to use a dedicated clock pin as an output? I have a Cyclone III and want to output a clock signal from pin 150 which is a dedicated clock.

try it and quartus will scream if it does not like it

using Quartus is a good suggestion, it has all of the legality checks built in. the Pin Connection Guidelines and/or Schematic Review Worksheets are also a good resource:
