error: jtag chain problem detected

Having an issue programming. When i click start to begin programing this is the following error message i get. i have version 13 free web edition on windows 8. im using a max7032aelc44-10. any help is much appreciated. error: no device detected 

 

error: jtag chain problem detected 

 

error: tdi connection to the first detected device unknown_1 might be shorted to gnd 

 

error: the tck and tms connections to the device before the first detected device unknown_1 might have a problem

Check the JTAG connections from your programming header to the device are correct. 

 

Check your CPLD is powered correctly - with the board powered take a multimeter round the power pins (there aren't many). All the power pins must be powered correctly. 

 

Is this a board you've built yourself? If so, the programming errors may well be guiding you to a build fault - a solder splash or short.

Also make sure you've got the pull-ups in there according to Altera's reference design. Sounds indeed like a physical problem.
