You should find them here (http://www.altera.com/download/board-layout-test/ibis/ibs-ibis_index.jsp). I just searched 'ibis' on the altera website.

Sorry, I don't understand your question. Ibis models are for electrical simulation, I don't see what it has to do with pin assignments.
