"Power Pair" in Cyclone II

In Cyclone II the concept of "power pair" is referred to. Does this mean a VCC/GND pair, or something else? How is a power pair determined as belonging to a group of consecutive I/Os?

The power pair does mean VCC/GND pair. The group of consecutive I/Os apply to the pad numbers. The VCC applies to the VCCIO only because the DC guideline is for the buffer.
