Because it looks really cool. And dragons are popular in Taiwan :)

Perhaps dragons envision a greatness that symbolizes the almighty power of the FPGA. The cunning of a dragon symbolizes the vast re-configurability of an FPGA. The wings of a dragon point to the unlimited possibilities that a Terasic development kit gives the FPGA. The mighty fire of a dragon points to the shooting of analog/digital signals into the wild. And lastly, the benevolent spirit of a (Chinese) dragon signifies the community of FPGA developers.
